There isn’t enough information available to make a Hw-533B part. I can’t find any site that gives the dimensions of the module (or at least that match the jpeg image of the module.) Without that it isn’t possible to make the part. If you have one and can measure (exactly!) the width and height of the board, that should do what I need.
I assume the pads on the right should be for a 0.1in header (since it appears to come with one) but I need the length and width of the board itself to be able to scale the jpeg image correctly to place the components and connectors and I can’t find that in a search.

You got lucky, I found a site with a better jpeg image and was able to work out that the connectors for the load screw terminals are likely 3.5mm, the associated header is 0.1in and on the other side the inside header is 0.1in and the right most connector is 2mm. Which creates this part which should do what you want. Before ordering boards print the pcb footprint out at 1:1 scale (the default) and compare it to a real part to make sure the pads are in the correct place and the outline is correct. As well the mounting holes are not drilled in pcb by default. If you want them, you need to drag the core parts→pcb->hole part in to the sketch, place it over the mounting holes in pcb view and use inspector to set the hole size appropriately.
