Window menu, “Parts” display toggle.
If that is already checked, but still not visible, likely it is because the “Parts” and “Inspector” tabs are tear off. They can be dragged to their own separate window which could be behind something else, dragged to the edge of the screen where they are not (easily) visible, or dragged to a different screen on multi monitor systems. If multiple multiple monitors are used only some times, it could be displayed on a monitor that currently does not exist.
