Top and bottom wires to and from the same part?

Noob question again. I have some potentiometers, header pins and an Arduino on a PCB. Can I place top and bottom wires to and from the same part or do I need to use a via? Can i route both top and bottom wires to and from the part even if the part is mounted on the top layer and soldered only on the bottom layer?

What I want to do is drag a bottom wire to a header pin or potentiometer and use a top wire from the same pin. Is that possible without using a via?

While an example sketch would be easier to visualize, I believe the answer will be yes. All of the pot the headers and the Arduino are through hole parts and will thus accept connections on either layer. The only component that will not is an SMD part which only exists on one layer.
