My SVG editor isn’t installed or didn’t come with this program can’t find it . or even make PCB boards
No SVG Editor comes with Fritzing. You need to install and use an external application. Inkscape is common (and free). Others are available.
You do not need an svg editor to create projects in Fritzing. That is only needed when creating new or custom parts. Anything in the parts library is directly available. Parts created by others can be imported and used.
