Try deleting the title block and re copying it in from the parts bin. On 1.0.2 on Win10 it works correctly.
There may be a scaling issue in the move from 0.9.6 to 1.0.2 and if so it should be reported as a bug on github here

Maybe it is not a bug but a different behaviour.
In version 0.9.6, if I change the size of the frame, the box with the information remains the same size and the external rectangle changes size so i can include the entire schema inside the rectangle.
In version 1.0.2 they seem to have eliminated the external rectangle and changing the size modifies the size of the box. There is no external rectangle any more.

The github post is the best bet. That may just be an oversight when the change was made that was unintentional.
