There is a generic LQFP-48 part in Fritzing, that you can try.

Use the search to find the LQFP–48 footprint, then click “Edit Pin Labels”

After editing the PINs, you can right click the part and open in the editor,

for entering more metadata, and saving it as a distinct part for future reuse:

In Fritzing 1.0.6 which we released today, a bug around editing pin labels was fixed, so it might be worth updating.
