Drawing wires under fritzing part in bread board

When I created the attached bread board circuit, I was unable to draw wires under Fritzing circuit parts in the drawing using the Raise/Lower command in the Parts Menu. I am running Windows 10.

Am I missing something?

If I am understanding what you are attempting to do:
wires in Fritzing can be raised/lowered over/under other wires, but wires are always above parts, which are always above breadboard.
