OK so I figured out and documented how to create this as a part

To some extent the title is incorrect. This does not allow slots in standard parts, but rather enables the creation of a part which contains a board outline (which is still a very useful thing to do!) That means you can have a part which will create a pcb with slots in it without having to (for every new sketch) load the outline file. which looks like this in Fritzing (note I deleted the pcb rectangle that loads by default because if you don’t you have to select which board you are referring to and you can only drag the part in to pcb view not breadboard or schematic which it doesn’t have!)
and exports gerbers like this with the slots cut.
and the contour.gm1 file which actually cuts the slots and the board edges
