Steps I took that resulted in the problem:
Create a simple custom part (see attached files) that contains a text element that contains a tspan. Add to simple sketch in schema view and examine the text. The tspan content is positioned at the anchor point i.e. overwriting the preceding text.

The tspan content should follow the flow of the parent text, i.e. be positioned after the preceding text.
